Charles Kelly attended California State University, Fullerton, where he became one of the most accomplished hurdlers in program history. He captured Big West Championships in both the 110m hurdles and 400m hurdles in 2021 and 2022, becoming the only athlete in Big West history to win both events in consecutive years. He was also a key member of the Big West Championship 4x400 relay team in 2021, anchoring the Titans to a dramatic victory that secured the men’s team title. Throughout his collegiate career, Charles earned three NCAA West Regional Preliminary invitations and was recognized as a team leader both on and off the track.

After graduating, Charles went on to coach at Orange Lutheran High School for three years (2022–2024), serving as the assistant hurdles coach and helping guide several athletes to standout performances.
